Jones found herself in the minority, though, as the City Council approved this ordinance, with changes to previous versions reflected by strikethrough text. The council also endorsed the idea of a committee, though I don't see the committee's role addressed in the bill.
One more document to ponder: A Feb. 27, 2007 memo from Michel making the legal argument against using population estimates -- other than the every-10-year census -- for redistricting:
While it is certainly possible that the City could conduct the detailed, expensive, and time consuming study needed to meet the federal redistricting data standard, it is my view that our most recent estimate of population may be appropriate for many purposes, but should not trigger redistricting, because it would not overcome the federal presumption.
