Judge: State environmental agency must turn over records about secret meetings with smelter

A judge has ruled in favor of state Sen. Eliot Shapleigh, the El Paso Democrat, in his fight to get access to Texas Commission on Environmental Quality records about the agency's meetings with folks from copper-smelting company ASARCO. The El Paso Newspaper Tree has more.
