The Texas Youth Commission -- which one writer observes has come through a period of "scandal" and "disarray" -- has not properly investigated some allegations of mistreatment of the youths in its care and has awarded some $19.5 million in contracts without opening them up to competition. One such arrangement had state taxpayers paying for beds which had no youths assigned to sleep in them.
That's according to a state auditor's report posted today. More coverage at KTEN.com.
The legislature has been debating what to do with the agency and how long to keep its doors open.
