Airport-linked nonprofit not a 'component unit' of city of Houston

The Houston city controller's office has determined that a nonprofit agency linked to the city airport system -- and through which the airport builds and runs airports in other countries -- is not a "component unit" of the city government.

The news came this afternoon from City Controller Annise Parker's office.

So Ms. Parker issues a 'determination' that HASDC is not a 'component unit' of CoH.

Wondering what is her definition of 'component unit' and how this attempt to avoid the unavoidable upcoming civil and perhaps criminal actions will play out?

After all Ms Parker did her due diligence prior to creating this outfit, right? And she surely participated in ongoing audits, right?

Oh, she's already stated there has been no oversight after Vacar's little empire got the green light...
