CORPUS CHRISTI — Requests that the Texas attorney general withhold information requested by the public increased 88 percent in five years, according to a Caller-Times analysis of state records.
It’s a trend that open-government advocates say could indicate an abuse of the state system by local governments.

Absolutely true. And the private law firms retained by the districts are making out like bandits ($58 million in 06-07). Public school districts use our education tax dollars to hire private attorneys to delay and deny production of public information. It's not just school districts. It's SOP in the City of Houston also.
