The Express-News says a judge ruled in the residents' favor last week and voided the appointment of city council member Eladio Rocha:
The suit charged that the council violated the Texas Open Meetings Act on May 14 when it hastily met, without giving the public adequate notice, and filled the council vacancy. ...
While the judge's ruling may end the civil litigation, it's not likely to bring peace. Criminal probes into various council actions are ongoing and the city government remains hobbled.
The newspaper says Rocha had little to say.
Contacted Thursday by telephone, Rocha said only: “This is a complicated situation. We have to talk to our lawyer first.” Attempts to reach the other council members who were sued were unsuccessful.
Meanwhile, the local sheriff tells the newspaper that there may be more fallout, saying he is "reasonably sure" that other city council members who violated the Texas Open Meetings Act could be prosecuted and that he is also investigating a council member who allegedly does not live in Rocksprings.
