A federal stimulus program to put the homeless into apartments in North Texas is having the same trouble getting the money to the people who need it as other stimulus programs, including the weatherizing of low income homes.

The Dallas Morning News today is reporting that local assistance agencies have spent just $2 million of the $25 million designated for North Texas through the Homelessness Prevention and Rapid Re-Housing Program overseen by the U.S. Department of Housing and Urban Development. In Dallas, $333,000 of a total of $8 million has so far been spent.

Much like the federal Weatherization Assistance Program, which had through December spent $78,000 to weatherize each of 47 homes in Texas, homeless assistance has been plagued by bureaucratic delays, regulatory paperwork and understaffing.
