Video: Paying arts teachers with certain funds not in line with rules for Title I, HISD says

Houston ISD is continuing their district-wide re-organization process, and officials plan to eliminate more than 120 positions currently funded through federal Title I funds, which are provided to school districts with high numbers of poor students.

In the clip below, HISD's Charles "Chuck" Morris explains that some Title I funds were being used to pay the salaries of music and dance teachers, which are positions not covered under Title I funding.

"We actually discovered some positions that, number one, should not be funded out of Title I, and if we were to be audited, we could have some serious issues," said Morris, deputy chief academic officer.

Federal rules require money within Title I programs to be used to help students excel in core academic subjects such as reading and math. The money may also be used onafterschool and summer programs.

The Houston ISD schools whose positions are cut will redirect the savings to positions more appropriate for Title I, Morris said. In addition to art teachers, other positions eliminated include clerical staff, student workers and custodial staff.
