Does your Texas state legislator face a conflict of interest? Check out Texas Watchdog's links to 2010 legislator ethics forms

Want to know what potential conflicts of interest face your state legislator? You're in luck. It's time for the release of the 2010 round of legislators' ethics forms, and Texas Watchdog has forms for all but five of the state's 181 lawmakers.

State legislators, statewide officeholders and some state appointees are required to fill out forms each year disclosing their sources of income -- who they work for, what stocks and bonds they own, what companies they have invested in, and the like. The forms are due to the state ethics commission each April, though they can get an automatic extension of several weeks if they ask for it.

The forms filed this year cover the officials' financial information for calendar year 2009.

The list below includes links to each official's form in PDF format, as provided by the state ethics commission. As we've written in previous years, you won't find these forms on the ethics commission's Web site because of a state law that requires the ethics commission to take down the name and other identifying information of everyone who inspects the files at their offices or requests them electronically. State Rep. Jim Dunnam, D-Waco (whose 2010 ethics form is here), proposed in the most recent legislative session a bill that would have required the ethics commission to post the forms online, but the bill didn't pass.

There are five lawmakers -- all state senators -- whose forms are not on this list because they weren't available at the time we filed our most recent request to the ethics commission. They are Craig Estes; Juan "Chuy" Hinojosa; Mike Jackson; Royce West and Tommy Williams. We'll continue to check with the ethics commission for when those are filed, and we'll post them when they're available.

We will also create an easy-to-use interactive map which will be chock-full of all kinds of helpful information like we've done in past years. See, for example, the map and links for the 2009 round of legislative ethics forms created by Texas Watchdog.

You'll notice that the list below includes ethics forms for a couple of people who have recently left their legislative posts, including former Sen. Kip Averitt, the Waco Republican who stepped down in March due to health concerns, and former state Rep. Terri Hodge, the Dallas Democrat who stepped down after admitting federal court in February that she failed to report on her taxes the bribes she had taken from a real estate developer. She has since been sentenced to a year in prison.

You'll also notice that several lawmakers filed papers with the ethics commission admitting that they made mistakes or omissions on this year's, or previous years', ethics forms. State Rep. Dwayne Bohac, a Houston Republican, notified the ethics commission that some stock he owned was omitted from forms he turned in as far back as 2001. Unfortunately, we've had some technical difficulty with the service we use to post most of our PDFs -- Scribd.com has been temperamental about wanting to publish a couple of years' of Bohac's corrective filings -- so we wanted to include a note to our readers that, as far as we can tell, the corrective forms he filed are largely identical, except for the years to which they apply. We'll post the additional years' forms as soon as we can figure out what's up with Scribd.
