Legal and political opposition to the Patient Protection and Affordable Care Act has created a parallel health care universe for the Texas Department of Insurance. In a system designed not to reward quality health outcomes, should our jaws slacken when doctors report they aren’t often compensated for seeking them? And the Affordable Care Act reveals itself as an endless spending mandate without backing, sort of like our ever-vaulting debt ceiling.
