Health care providers aim to make Medicare more efficient and effective by coordinating care through something called an accountable care organization. It seems the Obama administration will do anything to sell people on pre-existing medical conditions coverage.
 
Some of the same powerful oxen who helped sell the Patient Protection and Affordable Care Act are now going to be gored in a fractious debt ceiling agreement.
