Former El Paso Independent School District Superintendent Lorenzo Garcia was sentenced to three-and-a-half years for his role in a scheme to manipulate test scores.

Garcia, who pleaded guilty in June to two counts of conspiracy to commit mail fraud, will also pay $180,000 in restitution and a $56,500 fine, the El Paso Times reports. Garcia steered a $450,000 district contract to a mistress and rigged the testing system to boost scores and meet federal accountability students.

State Sen. Eliot Shapleigh, who made the first accusations in 2010 that ultimately proved true, called on Senior U.S. District Court Judge David Briones to give Garcia a harsher sentence.

Garcia’s sentencing ends only a part of the sordid story that has plagued EPISD. The district, under the guidance of trustees who have failed to lead, is under state oversight.

This is an additional example of a travesty of Justice. The citizens of El Paso should be outraged and take immediate action to ensure this never occurs again in the wonderful city of El Paso. The elite in society receive preferential treatment at a country club Federal Prison.

Several initiatives are underway and require rapid and immediate completion. El Paso has a rapidly growing cancer that requires immediate intervention.

First, the immediate removal of all EPISD Trustees and Administrators. The EPISD Trustees and Administrators have proven they are incompetent and uniformed regarding the education of children in El Paso.

Second, the immediate and swift prosecution of those involved in the EPISD corruption.

Third, the immediate prosecution and return of $ 450,000 of Mistress Tracy Rose. The ‘services” Miss Rose performed were of no value to the citizens of El Paso.

Fourth, establish a fund to educate those students that were discriminated against in the corruption.

Fifth, express your outrage at The Robing Room where U.S. District Judge David Briones can be rated. He currently has a 70% rating, which is a D.

A sincere “thank you” to former state Sen. Eliot Shapleigh for exposing the corruption and not allowing the elite in El Paso to falter his passion for excellence.
